  • DoD NSPS United Defense Workers Coalition Comments—We are extremely disappointed by the progress of our discussions during the last year. At times, the Coalition sensed that many of the concerns we voiced fell on deaf ears as the Agencies (Department of Defense, hereinafter DOD or the Department and Office of Personnel Management, hereinafter OPM) had a predisposition toward a human resources system that substantially mirrored the system proposed by the Department of Homeland Security. The DOD has issued the implementing regulations you can visit: http://www.regulations.gov to view them in html format or download the pdf file. If you review the NSPS regulations you can see that they are even more restricted than those proposed for the Department of Homeland Security. View sample comments.
