An Open Letter from President Ault on the NSPS

December 13, 2004

Dear Brothers and Sisters:
 
In an effort to keep all MTD interested parties informed on the National Security Personnel System, I am providing the attached article from Steve Barr on NSPS. The article is especially telling on the intentions of the DOD. Program Director Mary Lacey states that she intends to have a conference in January 05 to train Base Commanders and Senior Managers on the new NSPS. How can they do this when we (the labor organizations that represent DOD workers) haven't even seen a proposed regulation from DOD to begin our statuatory 30 day "meeting and collaboration process?" Under the statute we get 30 days to meet and collaborate (what does that really mean?) followed by thirty days of assistance by federal mediation on any disputed provisions. Then the Secretary of Defense gives Congress notice of thirty additional days that he intends to implement his version of the disputed NSPS...Today is the 13th of December...adding up the three thirty day periods appear to make March 05 the earliest DOD could have any NSPS program and even that is unlikely...
 
The only reasonable thing we can conclude is that any of our input into the proposed NSPS regulation will be rejected in its entirety and the Congressionally mandated involvment of labor will be ignored. They have no intention of involving labor in any meaningful way.
 
The UDWC (Labor Organizations) will meet tomorrow at the Ritz Carlton in Pentagon City at 9 AM with DOD/OPM over NSPS at labor's request to discuss these and other concerns.
