Statement by Senator Edward M. Kennedy on the Response of the Bush Administration on Transparency in National Security Personnel RegulationsDecember 10, 2004 Congress gave the Department of Defense the authority to make major personnel changes affecting 700,000 defense employees, but only with the understanding that those changes would be made in consultation with representatives of the employees. Its appalling that the Bush Administration is ignoring that understanding by stonewalling the representatives and refusing to let them review personnel changes before they are published, though these changes will affect the wages and job security of every defense employee. This personnel policy should be developed in the most transparent way possible, but by excluding DODs workforce, the Administration has been far from transparent. At a time when our troops in Iraq are desperate for all possible support from the Department, the Administration is disrespecting and dishonoring the hard-working men and women in the Department who are essential to that support.
